2023 is the third consecutive year that Ninh Binh has implemented the District and Department Competitiveness Index (DDCI) in an attempt to improve the quality of administrative procedures and serving people and businesses and to increase the quality of economic governance of departments, sectors and People's Committees of districts and cities, thereby helping to improve the local business climate and the Provincial Competitiveness Index (PCI).

The Resolution of the 22nd Congress of the Ninh Binh Party Organisation set a goal of improving the provincial business and investment environment and improving its competitiveness capacity. In an attempt to realise the target, Ninh Binh has implemented the District and Department Competitiveness Index (DDCI), thereby creating momentum for the province's socio-economic development.

During the process of reform, international economic integration, and business-investment environment improvement, Ninh Binh has always paid more heed to enhancing its competitiveness, which is seen as one of the focal solutions to fulfill the province's socio-economic development goals.

The People's Committee of Ninh Binh province on February 28 announced its District and Department Competitiveness Index (DDCI) in 2021.
